Crime & No Punishment

Targeting the poor

Going to court in some parts of rural India can be quite an experience. Many dalits and adivasis have found it so.

Often, their own lawyers treat them very badly. The crimes reported in this section do begin with those tried in the courts. But they go beyond them. There are crimes against the most defenceless. Against those too weak to access the courts. Or even actions defiant of the law itself—where court decisions are flouted or sought to be subverted.

Then there are crimes against whole communities. Like those committed by ‘mainstream’ society against the Parhaiyas, for example. There are crimes that a stupid political regime and its bureaucracy perpetrate. Like those suffered by the Korwas, for instance. There are also crimes that some commit in setting one community against another.

There are the crimes emerging within groups that were earlier free of those particular sort of offences. Like bonded labour within the Bonda tribe. Lastly, there are also the follies committed in the name of development. Like the mining of coal by certain methods in Godda. Some of the things that happened there might have been done with the best of intentions. But their effect in destroying the homes and livelihood of many was, nonetheless, a crime.
